- Renta de emergencia familiar en Gandia(2011) Sanchís Izquierdo, Mª Dolores; Zaragoza Pascual, GustavoSensible ante la situación económica y de nuevas necesidades emergentes, el Ayuntamiento de Gandia, como principal promotor de políticas sociales, considera necesario integrar dentro de sus iniciativas para promover la igualdad, la solidaridad y la mejora de la calidad de vida, un recurso económico para paliar las distintas situaciones en las que se encuentran familias sin ingresos debido a que los adultos integrantes de la unidad familiar se encuentran en situación de desempleo. Se impulsa, como respuesta a estas nuevas necesidades, una prestación de carácter periódico denominada Renta de Emergencia Familiar (REF) que viene acompañada de un conjunto de actuaciones de carácter municipal dirigidas a apoyar a los vecinos de la localidad durante el año 2009. Las actuaciones previstas se sitúan en el ámbito competencial de las administraciones locales sin sustituir actuaciones correspondientes a otras administraciones. La Renta de Emergencia Familiar es una prestación económica periódica destinada a todas las familias que carezcan de recursos económicos suficientes, dirigido a cubrir las necesidades más básicas y mantener la calidad de vida de la familia, en un periodo de crisis económica.

Moving forward in the consolidation of the fourth Pillar of the Social Welfare Society requires application of the Law on promotion of personal self-sufficiency and care for people in a state of dependency. At the same time new Social Service Laws need to be drawn up formulating new subjective rights, which can be administratively and legally claimed, with rational planning of the sector, defining an integrated system. Behind all the figures involved there are PEOPLE with the right to greater self-sufficiency and care: thousands of specific stories which require an INTELLIGENT, BRAVE, AND CARING response from public authorities.

- Servicio jurídico especializado en materia de extranjería de la Mancomunitat Intermunicipal de l'Horta Sud(2011) Frutos Iglesias, Teresa; López i Agües, EmparEl Centro Comarcal de Servicios Interculturales cuenta con un servicio jurídico especializado en materia de extranjería. La normativa de extranjería determina el estatuto jurídico de las personas inmigrantes y su acceso a los distintos recursos y servicios. Es un servicio de información, asesoramiento y tramitación de expedientes dirigido a personal técnico municipal, empresariado y cualquier persona interesada. A través de sus distintas actuaciones, promueve la inclusión social de las personas inmigrantes y su participación en la vida económica, social y política.
- La calidad en la gestión de los Servicios Sociales Municipales: algunas experiencias de INTRESS(2011) Sánchez Aguado, AntonioThis short article sets out to present two schemes carried out by INTRESS in the development of good practices which may be of help in the implementation of quality management systems in local administrations as well as in Third Sector organisations and bodies. This presentation therefore puts forward the scheme undertaken at the Department of Social Action, Women and Family of Valdemoro (Madrid) Council, by training professionals in management by processes and continuous improvement and, on the other hand, the 'Social Indicators' initiative implemented by the Social Consultancy network, for developing a social indicator Web enabling results and good practices to be shared among social action bodies.
- Programa de intervención socio-educativa con menores en situación de riesgo del Ayuntamiento de Alaquàs(2011) Hoyos Alarte, FlorThe municipality of Alaquàs, participated in the panel of Practice IV, briefly presenting two experiences, the first: 'Program of socio-educational intervention with children at risk' ('School Tracking', 'INPRISE') consolidated a model functioning and coordination of the professional network connected with family and less at the municipal level. Model with different variations and nuances often govern the operation of our local professional networks. Second experience, most recently, almost in the making, 'The practice of risk assessment: establishing and regulations governing the procedure for the declaration of risk youth in the municipality of Alaquas'. (2010). Is this, by its novelty, the purpose of this brief. Where we will explain how the initiative is born, its most important objectives and the difficulties involved.
- Importancia del Trabajo Social como forma de intervención municipal(2011) Heras Pinilla, Patrocinio LasTrascurridos 30 años de la puesta en marcha del Sistema Público de Servicios Sociales, procede destacar el protagonismo desarrollado por los ayuntamientos que han sido el referente más significativo de la implantación del Sistema por su compromiso institucional en el desarrollo de los Servicios Sociales Generales Básicos, potenciando las Unidades de Trabajo Social en todos los municipios, lo que ha hecho visible para la ciudadanía, tanto las potencialidades de los Servicios Sociales, como sus déficits. Hoy se puede afirmar que las/los ciudadanas/os reclaman de los Servicios Sociales el mismo enfoque que perciben la Sanidad o la Educación, como pilares del Estado de Bienestar y se exige que avancen hacia la universalidad, desarrollando el derecho subjetivo de sus prestaciones básicas, priorizando precisamente en estos momentos de situación de crisis el derecho a las prestaciones más demandadas socialmente. En esta línea destaca la trayectoria de compromiso de los Trabajadores Sociales y su contribución como valor añadido de una praxis social eficiente para afrontar el reto de la cohesión social ante a la crisis.
- Implantación de un procedimiento para la atención de menores en situación de riesgo en el municipio de Gandia: 'Un reto para la consecución de Buenas Prácticas en el ámbito de Familia e Infancia'(2011) Malonda Boix, Patricia; Fernández Calabria, Maria JoséEl marco jurídico vigente en materia de protección de menores define las competencias de los Servicios Sociales Municipales en la prevención, detección e intervención en todos aquellos casos en que existan menores de 18 años, que se encuentren en situación de Dificultad Social (riesgo leve), Desprotección (riesgo moderado, grave y desamparo) y/o Conflicto Social. La práctica diaria y la complejidad en la atención al usuario y/o familia, hacen necesaria la elaboración de circuitos y el desarrollo secuencial del proceso que se pretende llevar a cabo desde cualquier servicio o programa. Por lo tanto, el manual de procedimiento de atención a menores en situación de riesgo consiste en un documento técnico que define el marco, el procedimiento de actuación a seguir, los profesionales que lo realizan y los criterios e instrumentos técnicos a utilizar por este servicio en la intervención con los menores y sus familias. En definitiva, se trata de una herramienta de trabajo de uso generalizado por todo el equipo de Servicios Sociales de Atención Primaria del Ayuntamiento de Gandía que ha sido posible gracias al esfuerzo y al trabajo de los profesionales y de su experiencia en estos últimos años.
- La integración de la Atención a la Dependencia en los Servicios Sociales Municipales del Ayuntamiento de Sagunto(2011) Belis Herrero, VictoriaThe 'Fourth Pillar' of Social Welfare is the Social Services system. Care for dependency should be considered as a subsystem of the Social Services system, the range of services which includes the Law of Personal Self-Sufficiency and Care for People in a Dependency Situation (Law 39/2006) corresponds to the benefits provided in the social service laws of Spain's Autonomous Communities, all adopted before Law 39/2006. The introduction by the Generalitat Valenciana Authority of the Law for Dependency Care may undermine the principle of local autonomy enshrined in several legislation structures. The vision of integrated care, planning and coordination from the territory constitutes an essential aspect of social intervention.
- La integración de la Dependencia en los Servicios Sociales Municipales(2011) Benedicto Astorkia, ZorioneThe integration of the 'Dependency Law' in basic social services in the Historic Territory of Gipuzkoa has not meant any rupture in the competences of the different agencies involved. For many years the policy of primary and single care for citizens has been carried out through basic social services, where the citizen receives all the information and processes any services or benefits from the existing portfolio of services, although the response has to be given by the regional body. The applications are sent from the basic units to the Department of Social Policy through a computer application, thus speeding up the handling of the proceedings and giving a better and more rapid response to people's social demands. The management of Dependency benefits meant a hitherto unknown growth in demand for information and processing of basic social service, leading to a collapse at some municipalities. Municipal management, computer applications and the continuing support of the dependence benefits section helped to ease the initial problems. Currently, the number of applications processed with one-month waiting times, the amounts paid and the smooth municipal and provincial management, are giving credibility to the joint work of professionals providing citizens with the efficient service to which they are entitled.

- Servicios Sociales, derechos de ciudadanía y atención centrada en la persona(2011) Fernández Muñoz, Jesús NorbertoAfter thirty years of implementation and development of social services in Spain, we have come to a crucial point for the future of this system, where social services can leave behind their present fragile situation, and become a structure similar to the health or education system, based on regulations establishing subjective rights. Apart from this, the gradual incorporation of quality culture and the new concepts of the quality of life, along with the consideration of these services as being of general interest, are able to make the 21st century's social services gain greater sway in an economic crisis situation like the present one, with a more relevant role, in close cooperation with the other pillars of welfare, promoting social cohesion, as well as economic activity and active employment policies.
