- Gestión del paisaje y gobierno del territorio. Una mirada crítica desde la región urbana de Madrid(2010) Mata Olmo, Rafael; Rodríguez Chumillas, Isabel; Cabrerizo, Casilda; Fernández Muñoz, SantiagoThis paper discusses, according to the European Landscape Convention (Council of Europe), the landscape management as matter of public policy and governance. It focuses on the metropolitan area of Madrid, putting in relation landscape knowledge and public action in two closely related scales: the territorial scale, landscapes of rural and natural dominance and low urbanization until now, and the scale of cities and their peripheries in a context of urban region. Paper shows both, methodological proposals and empirical results of characterization and evaluation study of landscape carried out for the whole of the Region of Madrid; and, with a specific method, for the urban area of Getafe, in the Toledo metropolitan corridor. It concludes the need for more and better knowledge to develop an explicit policy in favour of the conservation and improvement of the landscape values, but also the adoption of a strategic instrument of territorial planning which democratic quality, that provides cohesion and prudence to the government of the territory. Madrid Autonomous Region Regional Government recent political decisions authorizing housing developments in countryside, text criticizes, are not going in the right direction.
- La Marina asturlucense: experiencia de gobernanza en un teritorio muy complejo(2010) Rodríguez Gutiérrez, Fermín; Fernández Prieto, José Ángel; Blanco Fernández, Jacobo; Rodríguez Cienfuegos, HéctorThis paper analyzes the effect of different forms of territorial governance in two similar and integrated territories, ruled under different regional autonomous administrations. The results show the absence of the protection of the economic landscape-economic performance dilemma. Moreover, shows the appropriateness of adjusting the rules and the institutional framework of governance to the functional reality of the territory, creating multilevel cooperation mechanisms adapted to the polimorphic micropolitan reality. Finally, detected the desirability of leadership, as well as participation mechanisms implementation, able of channelling information flows between citizens and administrations, breaking with some cultural grounds posed a setback for territorial development.
- Caracterización de las áreas urbanas gallegas en función de los flujos de movilidad obligada(2010) Aldrey Vázquez, José Antonio; Pazos Otón, Miguel; Rodríguez González, Román; Vicente Díaz, JorgeTerritorial reality in Galician municipalities evolved to different rhythms, affected by very different dynamics in each one of the cases. The problems in the application of the town-planning and technical instruments for land management provoked the disconnection between cities and their metropolitan nature. Areas of influence in Galician cities present complex models, adapted to the difficulties which deprived them from a prudent and coherent management of the new urban territories. In the assessment of the new urban reality, its conditions and characteristics, residential mobility is a key issue of analysis. The scale of the process of urbanization is a result of these behaviours with regard to mobility. In fact, mobility has intensified in the last years and clearly shows real functional dynamics, needing a new and urgent territorial organization and governance.
- Planificación y gobernanza del espacio litoral valenciano. Todavía lejos de una verdadera Gzic(2010) Farinós i Dasí, Joaquín; Cortés Tovar, María del CarmenMientras las nuevas formas de gobernanza territorial aplicada a las áreas litorales van evolucionando y ampliando sus miras (Gestión Integrada de Zonas Costeras, Ordenación del Espacio Marítimo y Política Marina), la costa valenciana continúa siendo gestionada desde una visión sectorial y sesgada. En el artículo se analizan las experiencias y prácticas desarrolladas en la Comunidad Valenciana (algunas interesantes), para concluir que este ámbito litoral no debe desaprovechar las oportunidades que el Protocolo para la GIZC del Mediterráneo le brinda.
- Percepción de las experiencias de cooperación y gobierno del territorio en zonas de baja densidad(2010) Llorente Pinto, José Manuel; Martínez Jiménez, María IsabelEl objetivo de este trabajo consiste en determinar cómo percibe la población de las zonas de baja densidad su realidad territorial, y cómo interpreta las diferentes prácticas de gobierno y el sentimiento de pertenencia geográfico. Para ello hemos elegido dos zonas rurales de Castilla y León con baja densidad y una larga tradición de programas de desarrollo y se ha recurrido a una encuesta. Las conclusiones hablan de la pervivencia del localismo, el relativo desconocimiento de las actuaciones de los Grupos de Acción Local y la valoración de los ediles y del gobierno regional como responsables y artífices de los problemas y soluciones y, por ende, del gobierno de los territorios.
- Towards an effective governance of coastal areas: analysis of a case study(2010) Maris, StellaA case study on coastal planning and management in Australia was selected to undertake an analysis of governance problems and/or solutions. The case study is the Augusta-Margaret River Shire1 in the southwest coast of Western Australia located at 290 km from Perth, the State capital. This case study has been selected from a series entitled “Case Studies from Coastal Councils” presented by the Australian Local Government Association (ALGA). The case study of Augusta-Margaret River was written in 2005 (Trail J., 2005). In order to update it, local authorities were contacted who kindly provided additional documentation as well as very valuable comments. In parallel, a review of the latest documentation from public sources was undertaken. All information presented in this paper is in the public domain. Useful contacts are included in the footnotes and the reference material. The objective of the paper is to review and analyze the case study on the basis of a conceptual model used for governance studies (Olsen, S.B., Page, G., Ochoa, 2009). This model has been applied in the study of governance in different countries. The model allows for the examination and integrated analysis of the main sources/mechanisms of governance (market, government and civil society) and the interrelationships between them. The model also allows for the review of governance responses to different human interventions along a sequence of time (past-present), and whether they have produce positive or negative impacts. The paper is divided into four parts (See “Paper’s Road Map” in Annex 1. Part I presents a summary version of the case study as well as a chronology of events associated to coastal management in the Augusta Margaret River Shire through time. On the basis of this information an analysis of the trajectory of change is undertaken. Part II presents a brief review of the conceptual model. Special attention is given to the objectives and benefits of the model as well as its key features, particularly why it is based on the analysis of the past (trajectory of change) as the basis to build up future scenarios, as well as the assessment of governance responses to ecosystem changes through time. The discussion also includes the ‘how to’, of measuring the governance process and outcomes. Part III focuses on the analysis of the main sources and mechanisms of governance (government, market and civil society) in Augusta Margaret River. To set the stage for analysis, an due to the complexity of the planning system in Australia, an overview of Australia’s three-tier coastal management system is provided, in order to facilitate the analysis of governance issues within this unique planning scenario. Part III discusses and reflects on the most critical governance issues, weather they are rooted in the government, the market or the civil society, that affect and had affected Augusta-Margaret River Shire through time. Part IV reflects on the applicability and uniqueness of this case study as well as the predominance of different sources of governance, It also discuss the degree of integration in the responses of the governance system and the existence of the necessary pre-conditions for implementation of a plan of action directed to the effective governance of the coastal areas.
