President Zelensky declared martial law and ordered the general mobilisation of all Ukrainian males between the ages of 18 and 60. Fear gripped the citizens, who in their thousands began an exodus to flee the country. The United Nations High Commissioner for Refugees (UNHCR) spoke of an influx of refugees whose numbers and concentration over time were comparable only to the exoduses that took place during the Second World War.
