| The fact-keeper must cease to be a mere factual situation of a provisional nature and become a true legal institution when it manifests itself as sufficient and adequate for the safeguarding of rights of protected people, as already indicated by the Preliminary Draft Law of 21 September 2018 reforming civil and procedural legislation on disability. So the new guard will actually become a lawkeeper. | |||
