| ABSTRACT. Citizen participation is the key element in the work of integration of migrants. The political and legal perspective of this issue are studied in this paper to conclude that the human right to citizen participation is the basis on which to build the XXI century democracies, which will not be able to maintain the citizenship structure of two speeds that they form their society. Integration must be as complete as possible, and this implies greater recognition of the rights of migrants, fundamentally in the context of citizen participation. | |||
